Mr. Palacio joined RDFC in February of 2005 as Loan Portfolio Manager.  His duties with RDFC are to manage and grow the loan portfolio, evaluate, propose, and implement any needed changes to policy and to ensure the overall loan portfolio is being managed with “safety and soundness” in mind.   Prior to joining RDFC, Mr. Palacio served as Vice President of Risk Management for a non-profit small business lender.  He has over 17 years of financial institution experience and possesses an extensive background in consumer lending and collections. As a Senior Analyst with the National Credit Union Administration (NCUA), he consulted and evaluated federally-insured financial institutions with troubled lending and collection programs, conducted loan examinations and administered loan portfolio sales.  In his spare time, Mr. Palacio enjoys spending time with his family.
